What this origin does

Sentinel holds the watchlist. It never hands the list to anyone. Instead it publishes a single tool, recheck_beneficiary_screening, to a named list of partner origins over WebMCP.

A partner desk can ask "is this counterparty still matched, and why", and gets back a decision and a reason. The underlying records stay here, on this origin, under this bureau's control. That is the point: two organisations cooperating on a decision without either one handing over its data or its authority.
